Turning data into time, so people can be carefree

Water is part of everyday life in Limburg. It is where people play, relax and spend time together. They should not have to worry about water levels, data models or the technology working behind the scenes. But for the people responsible for water management, there is always a question: Can we see what is coming in time to act?
Limburg experienced the consequences in July 2021, when every minute changed what was still possible. The information needed to understand a situation often already exists. The challenge is bringing data, models, systems and expertise together so people can use it while there is still time to respond.
Together with Waterschap Limburg, Sopra Steria is working on exactly that. Where there is water, a clock is always ticking. Complex hydrological models can produce valuable predictions. But a prediction that arrives too late is just history written in advance.
Tests with Waterschap Limburg showed that AI models can provide up to 24 hours of useful lead time. That can give hydrologists and safety regions more time to compare scenarios, assess the situation, coordinate, prepare flood defences and, if necessary, warn or evacuate people earlier.
The technology does not make the decision. People do. Its role is to give them better information and more time to make the right one.
From recording to managing
The challenge is not only predicting what might happen. It is also knowing what the available information means, where it came from and how it should inform a decision.
That is the thinking behind the Watermanagementcentrum of Waterschap Limburg and the Information Node (IKP).
The aim is to connect information, context, rules and expertise, so people can see the bigger picture and act on it.
When decisions matter, it is also important to look back: what did we know at the time, and why did we act as we did? This creates a foundation for decisions that are not only earlier, but explainable and accountable.
Technology should earn its place
Waterschap Limburg remains in control and represents the interests of its constituents. Sopra Steria works alongside it as a strategic partner, bringing together data, models, information and expertise so that people can make better decisions earlier. That includes organising and governing models, understanding the meaning and origin of data, creating information products and facilitating the data flows between them. It also means advising on when new technology should be used and when it should not be used yet.
Sometimes leadership means waiting
AI is often presented as something that should be deployed as quickly as possible. Waterschap Limburg has deliberately taken a different approach. First understand the traditional models. First prove that the foundations work. Then decide where AI can add value. It can accelerate routine calculations, support validation and combine established knowledge with probability. But in critical infrastructure, technology should be judged by the quality of the decisions it enables, not by the speed of the algorithm.
Trust beyond the data
Water management depends on a chain of interconnected systems, from office networks to the technology that keeps pumps and treatment works running. Those systems need to be trusted too. Security specialists can examine them from an attacker’s perspective, looking for vulnerabilities before they cause disruption. The aim is not to add technology for its own sake, but to give the people responsible for water management greater confidence in the systems supporting their decisions.

The value of the technology is not the prediction itself.
It is the time it gives people to understand what is happening, decide what to do and act.

So water can remain what it should be: a source of joy.
